Wayland capital committee debriefs town meeting warrant errors, plans form overhaul

WAYLAND — May 13, 2026 — Wayland's Capital Improvement Planning Committee debriefs town meeting errors and starts rewriting its project submission form. Vice-Chair Bradford Carver told the committee roughly $3.4 million in CIPC-recommended projects over five years did not appear in the town manager's plan, with about $2 million tied to a town building roof moved "below the line." Carver said the capital budget motion failed to include statutorily required language authorizing $246,000 in surplus bond proceeds used for an elementary HVAC installation, and that mismatched titles and descriptions on pages 46 and 47 of the warrant may limit how the IT department can spend a $250,000 appropriation. Chair Kelly Lappin said the bylaw "should not restrict the ability of town meeting floor" to amend appropriations. The panel voted 5-0 to approve April 29 minutes and aims to distribute a redesigned submission form by July 1.
