Tyngsborough Planning Board Approves Kendall Road Restaurant With ADA Conditions
TYNGSBOROUGH — March 19, 2026 — Tyngsborough Planning Board unanimously approves Kendall Road restaurant permit with ADA conditions. The board approved a special permit and site plan for a 3,505-square-foot addition and 1,660-square-foot patio at 16, 20, and 0 Kendall Road for applicants Francis and Sam Glavin, with conditions requiring an ADA-accessible route from the public right-of-way to the building entrance, an updated lighting plan, and planning board review of architectural drawings. The site carries 29 on-site parking spaces against a required 33, making up the difference with roughly 70 spaces in an off-site town lot across the street. The board also spent significant time on draft ADU bylaw language ahead of an April 2 public hearing, with members warning that counting ADUs as separate dwelling units could erode the town's 10.5 to 11 percent affordable housing inventory and expose Tyngsborough to Chapter 40B developer applications — "we fought tooth and nail to get our affordability up," one member said. A 25 Ingalls Road special permit was continued to April 16 after the Conservation Commission lost quorum due to member absences.
