Planning Board continues truck fueling hearing, approves Kendall Road permit flex
TYNGSBOROUGH — June 18, 2026 — Tyngsborough planners continued a diesel truck fueling hearing and approved a warehouse permit change at their June 18 meeting. The Planning Board voted unanimously to continue to July 16 a public hearing on a Global Partners LP proposal to build a four-position high-speed diesel fueling canopy, 300-square-foot employee kiosk, and underground storage tanks at 95 and 99 Westford Road, after the board's peer reviewer TEC issued 30 site-plan and traffic comments the day before the meeting — including challenges to the applicant's trip-generation methodology and concerns about truck exits onto a private road shared with a daycare and dance studios. Separately, the board unanimously approved a special permit modification for MP Properties IV and Storage and Distribution Group at 93 Kendall Road, allowing the developer to pursue a 125,000-square-foot Phase 2 building instead of the originally permitted 275,000-square-foot structure, with up to 7.5 acres of accessory outdoor storage tied to tenant leases, citing a National Grid substation upgrade estimated at $16 million that attorney Danielle Blake said "is going to take several years to implement." The board also declined to release occupancy permits for two completed Toll Brothers Enclave homes, rejecting a proposed $387,871 surety bond after TEC reported standing water remained in drainage basins 52 hours after a storm of just 0.08 inches.
