Lincoln Planning Board Continues Civico 20-Unit Hearing After Peer Review Left Incomplete

LINCOLN — June 16, 2026 — Lincoln Planning Board extends Civico Development hearing to June 23 as stormwater review remains unfinished. The board voted 4-0 at its June 16 Zoom meeting to continue the public hearing on Civico Development's proposed 20-unit housing development at 109 Page Road and 279, 283, and 295 Cambridge Turnpike, after independent peer reviewer Scott Murphy of iMeg told the board his assessment of revised stormwater plans was not yet complete. Co-Chair Gary Taylor, presiding with Co-Chair Lynn DeLisi absent, noted the board was approaching its fourth meeting on the application and pressed for resolution: "We would really appreciate it if you could get it done — this is like the fourth meeting or so that we've had on this." Civil engineer Brian Gaudrill of Hancock Associates walked members through three design revisions — a new catch basin and water quality unit at the Page Road entrance, revised roof drainage piping directly into porous pavement, and a 50-foot gabion filter at the southern outfall to prevent erosion into the Zone A wetland buffer — but Murphy said one unresolved overflow concern near Page Road still needed to be worked out with the applicant before the June 23 session. An abutter representative also disclosed that legal counsel planned to submit a letter on Article 97 before the next meeting. The board also deferred approval of May 26 minutes to June 23, citing substantive edits proposed by DeLisi that members had not yet reviewed.
