Concord Finance Committee clears $5.8 million in capital and facilities articles

CONCORD — March 19, 2026 — Concord Finance Committee unanimously backed a $4.6 million capital plan and cleared two other warrant articles at its March 19 meeting. The committee voted 14-0 to recommend affirmative action on Article 11, the FY27 capital improvement and debt plan, choosing to transfer $1,550,000 from free cash rather than borrow — a move member Paul Rodriguez said would save roughly $426,000 in debt service over 10 years against a certified free cash balance of $17,040,810. The panel also voted 14-0 to approve Article 48, the Beede Center enterprise fund article, after Leigh Jackson confirmed certified retained earnings of $4,585,406 as of July 1, 2025, and CFO Jennifer Barrett reported an undesignated fund balance of $5,933,359 as of March 3. The committee passed Article 12, a $600,000 free-cash appropriation for municipal facilities planning covering a new west Concord fire station, a potential public works relocation to the MCI Concord site, and municipal office consolidation, 13-1, with member John Garofalo the sole dissenter, calling the dollar figure "very arbitrary."
