Wayland Finance Committee reviews 52 warrant articles for May town meeting

WAYLAND — January 28, 2026 — Wayland Finance Committee opens review of 52 warrant articles for May town meeting. The Jan. 28 workshop with the Select Board and Planning Board assigned writers for each article, headlined by Article HH's $38.6 million Happy Hollow water treatment and MWRA connection, Article W seeking special legislation to issue pension obligation bonds against a $58 million unfunded liability, and Article DD's $200,000 study of 25 Holiday Road. Finance Director Brian Keveny told members only about five Massachusetts municipalities have issued such pension bonds and called it "a high-risk investment." Resident Andrew Carpenter pressed the committee on Holiday Road, asking "how do we ensure the study doesn't get ahead of the entity that currently controls the property?" Chair Giudice said FinCom will meet each Monday and Wednesday in February except the week of Feb. 16. The committee approved Jan. 5 minutes 6-0-0; member Rob Quimby was absent.
