Wayland capital committee drafts FY28-31 plan, awaits department answers
WAYLAND — January 26, 2026 — Wayland CIPC drafts FY28-31 capital plan, defers big calls until department heads testify. The Capital Improvement Planning Committee, chaired by Kelly Lappin, spent more than two hours Monday assigning funding sources to high-priority items and tagging "maybes" across four fiscal years, with Director of Buildings Michael Faia and DPW Director Tom Holder due Feb. 4. Six Town Building requests totaling $2.86 million are sitting as FY28-30 placeholders pending a long-term-use decision; Lappin warned costs will "default in" once "the clock ran out." Members agreed six FY27 carryovers — including $87,000 in high school improvements, $250,000 in ceiling and wall repairs, $215,000 in flooring, $75,000 for force main engineering and $60,000 for website migration — should roll to FY29, and re-ranked a $100,000 field maintenance line to Medium/High. Minutes of Jan. 21 were approved 5-0.
