Planning Board sends wireless overlay bylaw to spring Town Meeting warrant

SUDBURY — January 28, 2026 — Sudbury Planning Board sends Wireless Services Overlay District bylaw to spring Town Meeting warrant. Meeting Jan. 28 with three of five members present, the board voted 3-0 to advance the draft prepared by consultant Michael Lawton of Isotrope, with amendments requiring monopole-only tower designs, a 300-foot setback from scenic roads, an outright prohibition on towers in historic districts, and periodic review of the removal-bond amount. Chair Stephen Garvin pushed to strike "residential property values" from the qualitative review criteria, saying disputes over value are "more art than science." The board also released the $135,000 stormwater surety bond at 7 Fox Hill Drive and accepted a $4,000 cash replacement, and sent a 150 Wayside Inn Road stormwater modification request back to the applicant, longtime Wayside Inn trustee John Deli Priscoli, for soil testing, drainage calculations and peer review. "This does not even come close to being a modification. This needs to be a full submission," Garvin said.
