Lincoln Planning Board Unanimously Endorses ANR Plans, Advances 20-Unit Civico Project

LINCOLN — June 9, 2026 — Lincoln Planning Board advances Civico's 20-unit Route 2 housing project toward a June 23 permit vote. The board voted 5-0 twice on June 9 to endorse Approval Not Required subdivision plans for the Farrington Memorial and Panetta parcels on Cambridge Turnpike, carving out lots to be conveyed to Civico Development as part of the North Lincoln Plain Development District. A two-hour presentation from landscape architect Tom Ryan of Ryan Associates and architect Christina Carlson of Union Studio covered four housing types, an eight-foot sound-absorbing fence and earthen berm along Route 2, proposed outdoor lighting, and a contemporary farmhouse design palette. Co-Chair Lynn DeLisi told the applicant flatly that "if you change the height of the fence, then you need to come back to us normally." The board also pushed back on proposed pole lights in common areas, with DeLisi saying she was "philosophically opposed" to the level of light proposed, and the team agreed to return with a revised proposal. A special Zoom-only session is set for June 16 to address civil engineering, stormwater, and a revised streetscape rendering, with conditions expected to be drafted before the June 23 decision meeting.
