Groton Board of Health Adopts PFAS Water Main Well Protocols, Escalates Property Enforcement

GROTON — June 15, 2026 — Groton Board of Health advances enforcement on three properties and adopts PFAS water main well protocols. The board voted unanimously Monday to adopt a one-page well decommissioning protocol — including a waiver of all permit fees — for properties along the Chicopee Road water main extension built to address PFAS contamination near Groton-Dunstable Regional School District. Owner Luiz Bittencourt of 65 West Main Street acknowledged burying stumps and conducting unpermitted earth removal, with neighbors Ann Brady and Gail Riston disputing his claim the stumps had been removed; the matter was continued to July 20. Attorney Caroline Kipata, appearing for abutter Alan Hahn, urged the board to set firm deadlines for cleanup of Zero Hill Road, a junk-laden floodplain property with a decades-long enforcement history, telling the board "heavy equipment needs to be used to clean up Zero Hill Road." The board also voted to send a noise-complaint referral letter involving 31 Adams Avenue and twice voted unanimously on escalating steps against bank-owned 112 Schoolhouse Road, including consulting town counsel about boarding up the property.
