CIAC unanimously endorses revised Article 20 for Town Meeting floor

SUDBURY — April 27, 2026 — Sudbury's Capital Improvement Advisory Committee unanimously endorsed amended Article 20 rewriting the town's capital planning bylaw. At its April 27 virtual meeting, the committee voted to move substitute language for Chapter 11, Section 11-2 from the floor at Town Meeting, lowering the review threshold from $500,000 to $250,000 "regardless of funding source" while exempting replacement of existing rolling stock. Chair Matthew Dallas said the granular wording was meant to outlast current membership: "10 years from now, when maybe the committee's turned over … we want to make sure that it's clear for people in the future." Member Thomas S. Travers, who negotiated the revisions with Assistant Town Manager Victor Garofalo, said routine dump-truck replacements should not consume committee time, but "when there's a fourth dump truck when we have three, we should be reviewing that." Garofalo said the Town Moderator had cleared the substitution as within the article's "four corners."
