Woburn Council Committee Sends Pulte Del Webb Zoning Amendment to Full Council

WOBURN — April 13, 2026 — Woburn City Council committee advances 504-unit Del Webb zoning amendment to full council on 4-0 vote. The Committee on Ordinances, Charter, and Rules voted Monday to send the Pulte Homes of New England LLC proposal to rezone a 33-acre Route 93 corridor parcel for a 55-plus condominium community to the full City Council for its April 21 meeting. The committee also accepted a Pulte-proposed amendment raising the affordable-unit requirement from 10 percent to 12 percent, or 61 of 504 units. Council President Toro, not on the committee, said on the record he would not support 504 units on the council floor, calling the density too high, while Councilor Amara argued that trimming units statistically would not reduce traffic impact but would cost the city real money — at full build-out the project is projected to generate approximately $2.885 million annually in gross real estate taxes, a figure Councilor Pappalato cautioned would not be reached for seven to eight years. Attorney Joe Tarby told the committee that a development agreement signed by the mayor and authorized by the council must precede any special permit filing.
