Woburn Council Committee Advances Pulte Homes Zoning Amendment to Full Council
CARLISLE — April 13, 2026 — Woburn council committee votes 4-0 to send Pulte Homes 504-unit zoning amendment to full council. The Committee on Ordinances, Charter and Rules advanced a proposed amendment to the Woburn T-BOD overlay district that would allow a Del Webb 55-plus home-ownership community on a 33-acre site, after accepting an amendment raising the affordability requirement from 10 to 12 percent — or 61 of the planned 504 units. Pulte's Mark Mastriani said full build-out would take seven to eight years and generate roughly $2.885 million annually in gross real estate tax revenue at full occupancy. Councillor Torrey argued publicly that 504 units is "too dense" and said he would vote against the amendment on the full council floor. The full City Council takes up the matter April 21, where a development agreement negotiated with the mayor must also be completed before any special permit can be filed.
