Wayland CIPC advances $6M FY27 capital plan, phases Town Building roof

WAYLAND — January 7, 2026 — Wayland's capital committee pares FY27 recommendations and defers a $2.5M baseball field rebuild. The Capital Improvement Planning Committee, chaired by Kelly Lappin, advanced roughly $5.97 million in high-priority FY27 projects to the town manager and added about $1.17 million in medium-high items, including $431,875 for road resurfacing — half of DPW's $831,875 request — plus a $325,000 John Deere loader and $150,000 dump truck. Director of Buildings Michael Faia phased the Town Building roof from $2.8 million into four annual installments totaling about $2.48 million and added $700,000 in elevator work. Member John Kliem said he had "zero confidence" the figures capture "all of the demons" in the aging Town Building. The $38.6 million MWRA/Happy Hollow well project remains a stand-alone item to be funded through water rates. Minutes from Dec. 17 were approved 5-0.
