Wayland capital committee files addendum extending plan through fiscal 2031
WAYLAND — February 10, 2026 — Wayland capital committee extends five-year plan to fiscal 2031, recommends $2.5M ball field as excluded debt. The Capital Improvement Planning Committee voted 4-0, with Elizabeth Lusky absent, to authorize Chair Kelly Lappin to file an addendum to its Jan. 20 report covering fiscal 2028 through 2031. Members re-slotted the High School varsity/JV baseball field renovation into fiscal 2029 as a potential warrant article funded with excluded debt, and suggested the town manager consider bundling it with other deferred school projects to clear the debt policy's $5 million minimum. To fit the Finance Committee's $3M-$5M levy-debt and $1.5M-$2M free-cash ranges, the panel shifted a $340,000 swap loader, a $500,000 Public Safety Building HVAC upgrade, a $500,000 vector truck, a $475,000 sweeper and PSB EV chargers from free cash to levy debt. "If we're going to have policies, and then the first thing we're going to do is not follow them, then I don't know why we have policies," Lappin said. Vice Chair Bradford Carver will review the final addendum; member John Kliem moved the authorization.
