Lincoln Select Board signs March 28 Town Meeting warrant on 3-0 vote

LINCOLN — February 24, 2026 — Lincoln Select Board signs March 28 warrant and finalizes voter preview newsletter. The board voted 3-0 to sign the Annual Town Meeting warrant after Town Administrator Tim Higgins added a footnote clarifying that Article 8, a conventional gas boiler replacement for the library, must pass as a contingency if the town fails to win a Climate Leader Grant — even if voters also approve Article 7, the geothermal option. Member Jim Hutchinson, the Water Commission liaison, said the commission is seeking a 13 percent water rate increase driven largely by water main replacement debt service, and that he forced a redo of the rate hearing because the commission "didn't publicize the rate hearing the way that they promised to publicize it." Member Kim Bodnar reported the Council on Aging boiler replacement is expected to be fully operational this week. Chair Jennifer Glass's preview newsletter, approved 3-0, will include a clicker-vote feedback question and a manual option for voters who leave Town Meeting early.
