Groton Planning Board Approves Casella Meadows Subdivision in Split Vote
GROTON — May 14, 2026 — Groton Planning Board approves Casella Meadows flexible development subdivision in three 4-1 votes. The board at its May 14 meeting approved a definitive plan, a flexible development special permit, and a shared driveway special permit for the Nishoba Homes Development LLC project on Wyman Road, Assessor's Map 229 Parcel 58, with one member dissenting on all three. The dissenting member stated publicly that "this plan does not achieve the majority of those purposes and objectives that are in the bylaw" and placed on record that each single-family lot in the development is eligible by right under state law for an accessory dwelling unit — a factor not previously disclosed to abutters who had reversed their opposition to the project. The board also unanimously accepted the as-built plan and released the performance bond for the Village at Sheppler Hill after town engineer Nishoba confirmed full compliance, and continued two public hearings — a TowerCom cell tower application at Groton-Dunstable Regional High School and a used-car dealership site plan modification at 14 Town Line Road — both to May 28.
