Concord-Carlisle Shelter Agreement, Inspector Vacancy Dominate Board of Health Meeting

CARLISLE — March 18, 2026 — Concord Board of Health hears of inspector departure, major septic permit, and unresolved emergency shelter agreement with Carlisle. Inspector Mike Finioli, described as a three-and-a-half-year veteran of the department, gave notice at the March 18 meeting with his last day March 19, taking an assistant director position in Sudbury; the department has contracted Maureen Lee through Great Meadows Public Health to cover roughly 40 camp and food inspections through the spring using ARPA funds. The board also heard that the town issued its largest-ever on-site septic permit — a 9,990-gallon-per-day system for the former Camp Thoreau site on Forest Ridge Road, a sequencing step required before housing construction can begin. Public health nursing coordinator Katie reported 14 flu cases and 15 COVID cases in February and announced an April 16 "Scoops of Support" mental health ice cream social at the COA in partnership with the Yellow Tulip Project. A formal written agreement designating Concord-Carlisle High School as Carlisle's emergency shelter is still in progress, with a target completion by year-end.
