Carlisle Board of Health Takes No Action on Two Mold Inspection Appeals

CARLISLE — April 15, 2026 — Carlisle Board of Health unanimously declines to act on two mold-related inspection appeals tied to Concord Housing Authority units. The board voted four times in favor of no action on appeals filed by tenant Catherine Kershaw, who alleges she has been sickened by toxic mold across multiple Concord Housing Authority apartments, most recently at 34 Everett Gardens, Unit 12A and 115 Stowe Street, Unit 208. Public Health Director Melanie Nanina testified that both inspections followed proper procedure and that inspectors found no evidence of chronic moisture or mold, while Kershaw's certified mold inspector Vanessa Tiorchiello said swab tests she conducted in January returned positive results for toxic mold in the closet, under the kitchen sink, and along living room walls of Unit 12A. A board member with a legal background argued the board's minutes and findings would be admissible in ongoing Northeast Housing Court proceedings and pushed to have it formally recorded that "the housing code nor the inspection requirements require a heightened standard of care" for disabled tenants facing mold — a point the board agreed to note. A court hearing in the case is expected within 30 days, with a possible Superior Court filing to follow.
